This filter acts on the alpha channel on the edges of the LAYER you're working on.

I zoomed in ,outlined the subject with the lasso, copied to put her in this background,

pasted a LAYER on it, and LayerFade made the paste more natural looking.

Actualy, I used LayerFade twice to get the feather just right.
